Purpose and Content

The aim of the course The objective of this course is to enable students to understand poverty not as an individual deficiency but as a social problem historically shaped and produced by structural dynamics; to acquire the conceptual grounding necessary to address the definition, types, and measurement of poverty; and thereby to evaluate approaches to combating poverty and to discuss the role the social work profession assumes in this field. The course proceeds from the premise that poverty is also a human rights issue.
Course Content The course opens with an examination of the historical background of poverty, addressing how societal perceptions of the poor and the forms of intervention directed at them have changed across historical periods. Concepts such as absolute and relative poverty, the poverty line, deprivation, and social exclusion are then introduced, and methods of measuring poverty are discussed. Following a comparison of the theoretical approaches advanced to explain poverty, the course examines in detail the differentiated effects of poverty on disadvantaged groups such as children, women, older people, and people with disabilities. The second part of the course addresses the concept of social policy, social assistance systems, and the human rights dimension of poverty. The final part evaluates the policies and institutional structures through which poverty is addressed in Turkey and around the world.
