ISTANBUL AYDIN UNIVERSITY LIBRARY INSTRUCTION

FIRST CHAPTER

Purpose

Purpose, Content and Definitions

ARTICLE 1- This instruction arranges assignments, authorizations and liabilities, the rules of procedures of the Istanbul Aydin University Libraries and the provisions, liabilities and coordination of users to utilize libraries with other departments of education and training.

Content

ARTICLE 2- This instruction comprises IAU Central Library and Bahcelievler Library.

Definitions

ARTICLE 3- Abbreviations that are included in this instruction:

University: Istanbul Aydin University

"Library" refers to Istanbul Aydin University Library

Rector: Istanbul Aydin University Rector

Rectorship: Istanbul Aydin University Management

System: Library Automation System

Member: Academic and managerial staff member and students who work at IAU

User: Ones who utilize library services and information resources management without considering whether they are members or not

Bank Entity: The facility where sustained lending proceeding are occurred

Exchange Student: Students who come to University during the considered period by way of international exchange schedules (like Socrates and Erasmus)

ILL (Inter Library Loan): Interlibrary Lending Proceeding

Information Resources: Printed (book, journal, newspaper, report, etc.) and electronic (online databases, CD, DVD, cassette tape, etc.) sources which are present in the library collection 

Cost of Transaction: The cost which is estimated for proceedings that are made in the period of supplying information resources

Organization and Administration

ARTICLE 4- Library's coordination, administration and services are conducted through below bodies:

Coordination Committee: It comprises of an assistant professor or instructor who is chosen by the entities that belong to IAU for two years. The head of departments is the elemental member of the coordination committee. If it is necessary, the committee meets up under the presidency of an academic member on behalf of the Rector or Rectorship.

ARTICLE 5-

Coordination Committee; It advertises to the Head of Department in the context of detecting the purposes of the library and providing coordination between the library and entities.

The Head of Department finds out the elements of services which will be given by the library and provides its functioning in the direction of recommendations which is taken by Coordination Committee, the Head of Department. It submits decisions that is taken about this subject to the Rectorship. It contributes that all library services are conducted.

It Provides and supervises coordination between branch libraries attached to the Central Library.

Library services

Collection development: It is the provision of printed and electronic publications through purchasing, subscription, donation and exchange to support education and teaching at the university and contribute to researches and to support the social and cultural needs of users. Publication requests from IAU members are evaluated by The Collection Development Department. When publication requests evaluate, the following principles are taken into account:

The topic of the required publication (suitability of IAU to education policy),

Interdisciplinary use,

The recency,

The quality of publishing house,

The proportion of the publication's topic in the collection,

The Price,

The Language of Publication,

The Physical properties (printed, electronic, microform etc.),

Whether the same copy of the requested publication is in IAU Libraries,

If the lost publications are not found in a given time, re-purchase according to usage rate and demand,

Publications that are physically unusable re-purchase according to usage rate and demand,

In electronic resource subscriptions, it takes into account the technicality, topic, license terms, ease of Use and usage statistics of the database.

As a result of the evaluation, the procurement of the resources decided to be obtained is carried out by the Purchasing Unit. The purchased resources are added to the library system and receive the inventory number. The resources that will be used as course materials are lent to the academic staff for the semester period.

Technical services: It is the all of the work done until all publications provided by the collection development department are made available to the user. Cataloguing and Classification; all materials provided to libraries are organized according to contemporary cataloguing and classification systems and are offered to users.

User Services: these are services offered to benefit users from information resources and library services. It is carried out by the expert librarian in number and quality that will ensure the user services and the efficient execution of these services.

Consultation services: these are the all of the works for library users to introduce library resources and services, to provide training for the efficient use of library resources, to provide literature review services, to announce new publications, and to carry out information and document services effectively.

Lending services; In order to meet the educational, research, scientific activities and cultural needs of the members of IAU, it is to provide and supervise the circulation of all publications in the library within and outside the library within the framework of the principles determined in this directive.

Interlibrary loan / document supply service; It is the provision of information resources needed by IAU members but not in IAU Libraries by borrowing or photocopying from domestic and foreign libraries. Rules regarding this service are determined separately by the Department and come into force with the approval of the Rector.

Training and orientation services; To organize application and internship programs for students studying in the information and document management departments of universities, in-service training programs for library staff, and user training programs for students and teaching staff to ensure efficient use of library resources and services.

ARTICLE 4-

SECOND PART

Library Terms of Use

IAU academic, administrative staff, undergraduate, associate and graduate students can become members of the Library.

Members are obliged to notify the Library of changes in the information on the registration form in a timely manner.

External Membership Conditions

ARTICLE 5- Users who do not comply with the definition stated in the clause (a) of Article 4 can benefit from the Library services as follows;

IAU Library External User Membership Conditions

Apart from the members of IAU, other users can become members of the library and benefit from its services. There are four types of membership rights:

Loaning Membership

The user can enter the library, take advantage of his services, and borrow three items out of the library. Only university and high school students have the right to use the library 24/7. They are given a photo ID card by the library.

Documents Required for Membership;

Member form (Printed or electronic)

T. C. Identity Card Copy (Passport copy for foreign national users) 2 photos

Invoice or domicile issued on behalf of the user

Annual Deposit 100 TL (The deposit will be refunded if they do so.) + 20% Library usage fee over the annual amount of the deposit.

If the membership application is deemed appropriate by the administration, the "Member Card" is issued. Each user who is a member is deemed to have committed to complying with the IAU Library rules. The member card must be shown every time at the entrance. All memberships are valid for 1 year. If you want to sign up again, the membership process will be renewed. For members;

Users can borrow three printed materials for a period of seven days. Multimedia resource usage time is 3 days.

Materials designated as course sources are not borrowed.

No time extension is made for borrowed materials.

If the borrowed publications are not returned in a timely manner, the fee determined by the library management each year will be encashed as a penalty. (1 TL per day)

The library sends a reminder message to the reader's email address three days before the due date.

New materials are not provided to those with overdue material.

No new cards are issued for lost cards without a newspaper advertisement.

Our users who do not bring the member card with them cannot enter the library.

Members provide information to the library when there is a change in identity and address information they are obligated.

Members who have lost the resources borrowed from the library are obliged to supply the same resource.

If the source cannot be resupplied for certain reasons; the determined value of the book is encash to the member as a penalty. The library does not accept books without banderole.

Unlendable resources; Basic Reference Resources, Dictionaries, Reserve Resources, Periodicals, Thesis and CDs.

Right of usage for MEYODER Members

By using "Library Membership Card" the user can enter the library, take advantage of their services and borrow three materials and take them out of the library. They are given a member ID card with photo by the library.

Required Documents for Membership;

Member form (Printed or electronic)

Photocopy of T.C. ID  card (passport copy for foreign users) 2 photos

An invoice issued on behalf of the user or place of residence

Annual Deposit 100 TL (Deposit will be refunded when they are attached.)

IAU MEYODER membership card.

If the membership application is deemed appropriate by the administration, "Member Card" is issued. Each user who is a member

IAU is deemed to have committed to complying with the rules of the library.

The member card must be shown at each entrance to the library. All memberships are valid for 1 year. If you want to become a member again, the membership process is renewed.

For the members;

The materials determined as the course source are not borrowed.

There is no time extension for the borrowed materials.

In case the borrowed publications are not returned on time, the fee determined by the library management is collected as a penalty each year. (1 TL (Turkish liras) per day)

The library sends a reminder message to the reader's email address three days before the return date.

New materials are not given to those with delayed material.

No new cards are issued without a newspaper ad for lost cards.

Our users who do not bring their member card can not enter the library.

Members are obliged to inform the library when there is a change in their Identity and Address Information.

The members who lost the resources borrowed from the library are obliged to fill the gap and provide the same resource. In case the resource cannot be obtained again for certain reasons;

the determined value of the book is collected from the member as a penalty. The library does not accept unmarked books.

Non-borrowed resources; The main reference sources are dictionaries, reserve sources, periodicals, theses and CDs.

The user has the right to use the library area 24/7.

Membership Entitled to 24/7 Use

The member can use the library collection in the library (photocopies, etc.) and cannot borrow materials. They are given a photo ID card by the library. Only university and high school students have the right to use the library 24/7.

- Annual membership payment is 50 TL.

If the application for membership is approved by the management, a "Member Card" is issued. Each member who is a member is deemed to have committed to comply with the IAU Library rules. The member card must be shown at each entrance to the library.

All memberships are valid for a period of one year only. If you want to become a member again, the membership procedures is renewed.

Admission-Only Membership

The member can visit the library daily and may benefit from all facilities provided (photocopy etc.) within the library but are not entitled to borrow books. Library hours are between 08:00 and 17:00 for 7 days. You may get accepted from the officer by showing the identity card at the entrance. Fills out the information form prepared for users out of the university (the institution he / she came from, the reason for the visit etc.).

The person who wants to become a member;

After completing the necessary documents, first go to accounting and deposit the membership money, receive the voucher and receipt, or transfer it to the specified account and have the receipt approved for the account; they deliver their documents to the library.

Article 6- All users agree to comply with the Library Directive regardless of whether you are a member of the library.

Article 7- The user is responsible for comply with the "Law of Intellectual and Artistic Works" while making use of the information sources. The user cannot lay a burden on the University because of the opposition to this article.

Article 8-

THIRD PART

Loaning Rules

ID card or corporate identity must be shown during lending process. The personnel who lost their identity card, from the Personnel Department; the student should bring a document from the Registrar's Office.

Lending process can not be completed with the ID cards of others.

The user with a belated information source cannot loan a new information source and do not time extension without returning this information source and paying the delay penalty.

The library has the right to request the return of the loaned information sources, without waiting for the return date, if it considered necessary.

The information source must be returned within 3 (three) days at the latest after the user is informed.

The following materials can not be loaning. Users can benefit from these materials only in the library.

•          Reference books (encyclopedia, dictionary, annual, guide, handbook, atlas, index, report, etc.)

•          Thesis, Reserved books

•          Current issue of the journals

•          Maps and slides

•          Rare Works

Before the return date of the loan information resources, a warning note is sent to the member's e-mail address by the system. However, the tracking of the return dates of the information sources loaning from the library belongs to the user.

Some or all of the documents copied from databases, books, thesis, etc. cannot be distributed through data storage tools or e-mail lists and sent to persons or institutions outside the University.                                                                                                                                 The user who does not comply with the above rules shall be notified to the Rector's Office for legal action against him.

ARTICLE 11

SIXTH DIVISION

Rules To Be Followed Within The Library

You can't enter the library building with food and drink,

Mobile phones are kept off inside the library building,

There are no unauthorized cameras, cameras, mobile phones, etc. in the library,

 Users are responsible for their belongings. The Library and Documentation Department is not responsible for lost or stolen items.

It is not spoken aloud in reader halls and corridors, and no group work is done. Borrowing and returning transactions are completed 15 minutes before the library closes. The computers in the library are only used for educational and research purposes.

In case of non-compliance with the library rules, the user is obliged to heed the warnings of the library staff.

Library Information Resources and items (computers, tables, chairs, etc.) the user who damages in any way is notified to the Rector's Office for the necessary legal action to be taken.

In the event that the sources of information are taken out of the library without permission or attempted to be removed, the user who has taken this action shall be notified to the Rector's office in order to take the necessary legal action.

ARTICLE 12

SEVENTH DIVISION

Rules to Be Applied if Members Leave University

The termination of members who leave the University for retirement, resignation or other reasons will not complete the termination process without returning the sources of information they borrowed and paying the fine, if any.

The registration renewal, graduation and dismissal procedures of the students are not performed without returning the information sources and paying the penalty if any.

The member who leaves the University for any reason without returning the source of the information he borrowed shall be notified to the Rector's Office for legal action.

Enforcement

EIGHTH DIVISION

Various and Recent Provisions

ARTICLE 13-this directive enters into force after the approval of the University Senate. Executive

ARTICLE 14-this directive is executed by the rector of Istanbul Aydin University.

The fact that the warning note sent by the system has not been received for any reason is not accepted as a valid reason for not applying sanctions before the delay.

Reminders are sent 3 (three) times for borrowed information sources that are not returned on the day. Information about members is not given to other users.

SECTION FOUR

Rules Regarding Rules

ARTICLE 9-

The Library and Documentation Department submits the changes to the Rector's Office at the beginning of each academic year. The changes are made by the decision of the University Senate and take effect from the beginning of that academic year.

LENDING RULES:

 Academic and Administrative Staff Academic staff can borrow a total of 5 books for 20 days and if they want to use as a course material for a semester. If the information source is not reserved by another user; It can extend 3 times for the books borrowed for 20 days. They cannot extend the period for the textbooks he / she has received. If it does not borrow the information resources it allocates within 3 days; reservation is canceled by the system.

Administrative staff can borrow 5 books for 20 days. If it is not reserved by another user; it can extend 3 times for books. It can allocate 3 sources of information through the system. If it does not borrow the information resources it allocates within 3 days; reservation is canceled by the system.

Student

 Graduate students can borrow 5 books for 20 days. It can allocate 3 sources of information through the system. If it does not borrow the information resources it allocates within 3 days; reservation is canceled by the system.

Undergraduate students can borrow 3 books for 15 days. If it is not reserved by another user; It can make 1 time extension. It can allocate 3 sources of information through the system. If it does not borrow the information resources it allocates within 3 days; reservation is canceled by the system. Associate student can borrow 3 books for 15 days.

If it is not reserved by another user; it can make 1 time extension. It can allocate 3 sources of information through the system. If it does not borrow the information resources it allocates with 3 days; reservation is canceled by the system.

Other Users

Exchange students benefit from the library with scope of the benefiting conditions of IAU students. 3 books for academic and administrative staff using the Library with the Interlibrary Loan (ILL) system; the borrower can borrow it in accordance with the borrowing rules. Students cannot extend time. They cannot make a reservation for information sources on other users. They cannot borrow magazines and books in the Reserve Collection. IAU academic and administrative staff who want to borrow books from other libraries are obliged to follow the lending rules of relevant library.

Rules to be applied in case of delay; loss and damage:

In case of delaying the information sources borrowed from the Library's Banking Unit, a penalty of 1 TRY per day is taken between 1 and 40 days. Users who damage information sources for any reason inside or outside the library are asked to provide a new copy of the information source. In case the user cannot provide source of information; if print is exhausted, item c is applied. If the print is still continuing, 10 TRY transaction fee is added to the current price of the information source and its price is collected. If the market value of the information source can be determined in the event that the books that are out of print are lost or damaged; the TRY equivalent of the currency to be obtained is calculated by calculating the Central Bank's Exchange rate of the day the Library is traded.

If case of loss of CD-ROM's that are supplemented by the book, the user will be fined 10.-TRYand in case of loss of DVD-ROM's 30.-TRY.

ARTICLE 10-

FIFTHY EPISODE

Use of Electronic Resources

Electronic resources can only be accessed from within campus and from outside campus by students of IAU faculty. Many publications cannot be copied or transferred to personal computers or external memory systematically from databases using robots and similar software.
