METROPOL SECURITY

Assit. Prof. Şevket AYAZ: Metropol is a structure that emerged when some cities ceased to be single-centered and became polycentric. A metropolis is a big city. It is a mega city and means the main city. In our country, Istanbul, Ankara, Bursa, Izmir, Adana, Mersin; Cities such as London, New York, Paris and Tokyo are metropolises in the world. These types of cities, which are established on any geography and rooted in the depths of history, direct the future of countries and the destinies of societies. Just like Istanbul, the most important city of our country. Founded at the junction of the Asian and European continents, this beautiful city has been the focal point of economic, social, political, cultural, tourism, industrial, military and sports activities throughout history. The population of 2017 is fifteen million, and this population exceeds twenty million with tourists coming from abroad and domestically. Due to the urban comfort these types of cities provide, their trade and workforce, and the fact that they have more employment opportunities compared to other regions, metropolitan areas are exposed to intense migration. Istanbul is one of the cities that receive the most immigration. This migration causes some problems as well as meeting the labor force of the city. Problems such as increase in crime rates, environmental pollution, traffic, unbalanced construction are common problems in metropolitan areas.

Prof. Dr. Yadigâr İZMİRLİ, Rector of IAU: That invasion movement against our country was crushed thanks to our martyrs and veterans, whose hearts beat with patriotism and who willingly sacrificed their lives for the future of our country. In neutralizing the Istanbul leg of that treacherous coup attempt, our Chief of Police, Dr. Mustafa CALISKAN Gentleman's zealous, administrative ability, integration with the nation, being on the side of the state and using his intuition, perhaps by the grace of God, to make the right choice at a point where friends and enemies cannot separate, really saved us from a serious problem. Dear Young People, our esteemed Director also published this horror night into a book. I thank you very much, they kindly sent me a book as well. He really wrote that night into a book under the title of Doomsday Night. I say this for Istanbul; In a survey study conducted in Istanbul, problems were listed, transportation comes first; traffic problem. The safety problem dropped to seventh and eighth place. This is an extremely important indicator. It is a really important indicator of success in the world's metropolises. I would like to express my gratitude to our Istanbul Police Chief, who has really contributed to this success. I ask you to listen carefully to the striking examples he will give us. You will see that Turkey is one of the truly livable countries with its security, intelligence and all its activities, and Istanbul is one of the cities that can be reached from every point. I welcome you again, I leave the floor to our Honorable Director.

Dr. Mustafa Çalışkan, Istanbul Police Chief: Special measures are taken in places such as Metro, Metrobus, Marmaray. Private security has measures on top of the measures taken by those companies. It has a burden. We write additional duties to 5 thousand policemen a day. We have an obligation to write additional tasks every day. Urban security is the first in Turkey. Istanbul is the place where the system we call MOBESE, which started in Istanbul, works best. There is a system we call the license plate recognition system with 165 cameras at 56 points. We are monitoring the city with 6971 cameras at 1728 points throughout the province, the word "surveillance" is not very nice, but we ensure the security of the city. When we can make certain investments, it will be as follows; You entered from Pendik, exited from Çatalca. We will be able to see where you stopped by, which bridge you crossed, which market you visited, where the camera is, with one click. In order to find the attacker in the Reina attack, I am not telling the number, I cannot convince you by explaining the time we spent and the effort of the staff. Hundreds of our friends watched the videos in front of the camera for days. Technically, this is a system that can be looked at with a single click. Some sanctions are needed. I hope Istanbul will have a different security concept when it achieves this. As a changing policing model, the model we are currently implementing in Istanbul, proactive in English, means "pre-training" in Turkish, what is "Pre-Education Policing"? Take precaution. Primarily reactive, the enforcement of the law on the perpetrator by taking action by the police after the crime has been committed, which has been done in the past and is still being done partially. It means working on the perpetrators and the evidence and catching the perpetrators after the crime has occurred. What we're doing right now is "Proactive Policing". We have taken this as a model that accepts the police to take action before a crime is committed and to take the necessary precautions as the main objective. Crime prevention methods concern proactive policing. incident response
