Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to establish the procedures and principles governing the objectives, activities and governing bodies of the Environment and Human Health Application and Research Centre of Istanbul Aydın University, together with the duties of those governing bodies.

ARTICLE 2 – (1) This Regulation comprises the provisions governing the objectives, activities and governing bodies of the Environment and Human Health Application and Research Centre of Istanbul Aydın University, together with the duties of those governing bodies.

ARTICLE 3 – (1) This Regulation has been drawn up pursuant to subparagraph (2) of point (d) of the first paragraph of Article 7, and Article 14, of the Higher Education Law No. 2547, dated 4 November 1981.

ARTICLE 4 – (1) For the purposes of this Regulation:

a) Chair means the Chair of the Board of Trustees of Istanbul Aydın University;

b) Advisory Board means the Advisory Board of the Centre;

c) Centre means the Environment and Human Health Application and Research Centre of Istanbul Aydın University;

ç) Director means the Director of the Environment and Human Health Application and Research Centre of Istanbul Aydın University;

d) Board of Trustees means the Board of Trustees of Istanbul Aydın University;

e) Rector means the Rector of Istanbul Aydın University;

f) Senate means the Senate of Istanbul Aydın University;

g) University means Istanbul Aydın University;

ğ) Management Board means the Management Board of the Environment and Human Health Application and Research Centre of Istanbul Aydın University.

ARTICLE 5 – (1) The objectives of the Centre are to examine advanced and current developments in science and technology relating to the environment and human health; conduct scientific research within the framework of international scientific cooperation; enhance the efficiency and quality of research; collaborate with application and research centres operating in relevant fields in Türkiye and abroad; and contribute to the development of postgraduate programmes in relevant fields.

ARTICLE 6 – (1) The areas of work and activities of the Centre are as follows:

a) To cooperate and undertake joint studies with relevant units across a range of fields relating to environmental issues, including the examination of all factors that constitute or affect the environment; the identification of environmental conditions and pollutants; climatic impacts; urban conservation and renewal; waste valorisation; the investigation of different water resources and their quality; the measurement, assessment and analysis of air, water and soil; studies of remediation processes; and the effects of these matters on human health.

b) To plan and organise collaborative work on matters within the Centre’s remit and undertake activities such as conferences, workshops, seminars, summer and winter schools, and scientific meetings.

c) To produce scientific publications on relevant subjects following applied and research activities.

ç) To identify research topics and suitable researchers in areas relevant to the Centre’s objectives, and ensure the preparation and implementation of projects on those topics.

d) To support the work to be undertaken in Türkiye and abroad by designated researchers and prospective researchers in order to enable the research to be carried out.

e) To publish, in print and digital formats, those research outputs deemed suitable, including research undertaken outside the Centre that falls within its remit.

f) To conduct research, investigations, laboratory experiments, expert assessments and similar activities concerning problems encountered by public- and private-sector enterprises.

g) To provide the necessary support for the development and delivery of master’s and doctoral programmes in areas within the Centre’s remit, in cooperation with the relevant units of the University.

ARTICLE 7 – (1) The Centre shall comprise the following governing bodies:

a) The Director.

b) The Management Board.

c) The Advisory Board.

ARTICLE 8 – (1) The Director shall be appointed for a term of two years from among the academic staff of the University or experts in the relevant field from outside the University, upon the recommendation of the Rector and with the approval of the Chair. The Director may be removed from office through the same procedure as that governing the appointment.

(2) With the approval of the Rector, the Director shall appoint one person as Deputy Director to assist in the activities of the Centre. In the Director’s absence, the Deputy Director shall act on the Director’s behalf, and the Director shall notify the Rectorate accordingly in writing. If the acting appointment exceeds six months, a new Director shall be appointed. Upon the termination of the Director’s appointment, the appointment of the Deputy Director shall also be deemed to have terminated.

(3) The Director shall be accountable to the Rector for ensuring that the activities of the Centre are conducted in an orderly manner and in accordance with the applicable rules, and for their further development.

ARTICLE 9 – (1) The duties of the Director are as follows:

a) To represent the Centre.

b) To chair the Management Board and the Advisory Board.

c) To organise research projects and submit them to the Rector for approval.

ç) To submit all requested projects and consultancy services to the Rector and the Board of Trustees for review and approval, and to implement them following approval.

d) To determine, in accordance with Senate resolutions and the provisions of the applicable legislation, the principles governing how full-time University personnel may benefit from income generated by projects or consultancy services.

e) To prepare the Centre’s annual activity plan and programme, together with its estimated budget, for each special budget period; submit them to the Management Board; and submit the version adopted by the Board to the Rector for approval.

ARTICLE 10 – (1) The Management Board shall comprise seven members: the Director, the Deputy Director, and five persons appointed by the Rector from among the academic staff of the University or from outside the University. Members of the Management Board shall serve for a term of two years. Members whose terms have expired may be reappointed.

(2) The Management Board shall convene at least four times a year upon the invitation of the Director and shall deliberate and decide on the agenda items prepared by the Director.

ARTICLE 11 – (1) The duties of the Management Board are as follows:

a) To decide on the annual activity plan and programme and the estimated budget prepared by the Director for the Centre’s special budget period.

b) To decide on proposals submitted by the Director where substantial changes to the activities, plan, programme or budget are required during the year.

c) To assess developments relating to the Centre’s activities during the year and make recommendations to enhance efficiency.

ç) To establish scientific committees, working groups and units within the Centre, determine their operating procedures, and take decisions to ensure the necessary coordination among them.

d) To decide on the year-end activity report prepared by the Director for the Centre’s special budget period.

e) Where a conditional donation agreement complying with the conditions set out in Article 14 exists, to determine the principles and procedures governing the expenditure of such donations.

ARTICLE 12 – (1) Members of the Advisory Board shall be elected and/or appointed for a term of two years upon the proposal of the Rector and with the approval of the Chair, from among the academic staff of the University; academic staff of other universities, subject to their willingness to serve; and domestic or international experts employed by public- and private-sector institutions and organisations operating in fields relevant to the Centre. The Advisory Board shall comprise fifteen members. Members whose terms have expired may be re-elected and/or reappointed.

(2) The Advisory Board shall hold an ordinary meeting once a year and shall convene in extraordinary session as required upon the invitation of the Director.

ARTICLE 13 – (1) The duties of the Advisory Board are as follows:

a) To communicate to the Director its assessments aimed at enhancing the effectiveness and efficiency of the work undertaken by the Centre.

b) To submit opinions and recommendations to the Director within the framework of the Centre’s objectives.

ARTICLE 14 – (1) Fees for analyses, method development, process design, technical services and similar activities shall be determined by the authorised boards on the basis of the relevant ministries’ tariffs and in accordance with applicable standards. Where the Centre enters into agreements with the Ministry of Labour and Social Security, the Ministry of Family and Social Policies, and the Ministry of Health, the fee schedule prepared by the authorised boards shall apply within the framework of the terms accepted by the institution concerned.

ARTICLE 15 – (1) Matters not provided for in this Regulation shall be governed by the provisions of other applicable legislation and the resolutions of the Senate.

Entry into Force

ARTICLE 16 – (1) This Regulation shall enter into force on the date of its publication.

ARTICLE 17 – (1) The Rector of Istanbul Aydın University shall implement the provisions of this Regulation.
