Purpose, Scope, Basis and Definitions

Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to set forth the procedures and principles regarding the purpose, fields of activity, governing bodies, and the duties and working procedures of these bodies of the Istanbul Aydın University Measurement and Evaluation Application and Research Center, established under Istanbul Aydın University.

Scope
ARTICLE 2 – (1) This Regulation covers provisions regarding the purpose, fields of activity, governing bodies, and the duties and working procedures of the governing bodies of the Istanbul Aydın University Measurement and Evaluation Application and Research Center.

Basis
ARTICLE 3 – (1) This Regulation has been prepared on the basis of subparagraph (2) of paragraph (d) of the first paragraph of Article 7, and Article 14, of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 4 – (1) In this Regulation;
a) Chair: Refers to the Chair of the Board of Trustees of Istanbul Aydın University,
b) Center: Refers to the Istanbul Aydın University Measurement and Evaluation Center,
c) Director: Refers to the Director of the Istanbul Aydın University Measurement and Evaluation Center,
ç) Board of Trustees: Refers to the Board of Trustees of Istanbul Aydın University,
d) Rector: Refers to the Rector of Istanbul Aydın University,
e) Senate: Refers to the Senate of Istanbul Aydın University,
f) University: Refers to Istanbul Aydın University,
g) Executive Board: Refers to the Executive Board of the Center.

PART TWO

Purpose and Fields of Activity of the Center

Purpose of the Center
ARTICLE 5 – (1) The purpose of the Center is to increase the quality of measurement and evaluation activities carried out in units affiliated with Istanbul Aydın University; to provide consultancy services on measurement and evaluation to various public institutions and organizations; to organize certification-based measurement and evaluation seminars and certificate programs for the employees of public institutions and private sector organizations; to conduct research on educational problems; and to organize national and international congresses, symposia, panels and similar scientific meetings together with the affiliated units of the University.

Fields of activity of the Center
ARTICLE 6 – (1) In line with its purpose, the Center engages in the following activities:

1. Carrying out measurement and evaluation activities in units affiliated with the University, improving the quality of ongoing activities, and providing examination services when requested,
2. Providing consultancy, training and examination services on measurement and evaluation to various public institutions and organizations as well as private sector organizations,
3. Conducting research and studies on educational problems, and participating in and supporting such studies,
4. Planning, carrying out, and participating in and supporting studies on the development and adaptation of measurement tools used for various purposes such as selection, classification, placement, guidance, instructional improvement, and research,
5. Organizing examinations aimed at determining student achievement at the national level, thereby contributing to the formation of education policies,
6. Organizing national and international congresses, symposia, panels and similar scientific meetings,
7. Producing reports, bulletins, projects, books, journals and similar publications on measurement and evaluation in cooperation with national and international organizations,
8. Undertaking the coordination and control of examination activities organized on behalf of the University,
9. Ensuring the control and coordination of data collection tools (surveys, scales, tests, inventories, etc.) applied across the University,
10. Conducting e-survey applications and evaluations directed at students and parents, as well as organizing informational meetings and preparing bulletins for parents and students.

PART THREE

Governing Bodies of the Center and Their Duties

Governing bodies of the Center
ARTICLE 7 – (1) The governing bodies of the Center are as follows:
a) The Director of the Center,
b) The Executive Board of the Center,
c) The Advisory Board of the Center.

Director of the Center
ARTICLE 8 – (1) The Director of the Center is appointed for a three-year term by the Chair, upon the recommendation of the Rector, from among the University's faculty members who have conducted studies related to the Center's fields of activity. A Director whose term of office has expired may be reappointed, and may be removed from office by the Chair before the end of the term when deemed necessary.
(2) To assist the Director of the Center in the Director's duties, one person is appointed as Deputy Director of the Center for a three-year term by the Chair, upon the recommendation of the Rector, from among the University's faculty members who have conducted studies related to the Center's fields of activity. The Deputy Director acts on behalf of the Director in the Director's absence. If such a proxy period exceeds six months, a new Director is appointed. When the Director's term of office ends, the term of office of the Deputy Director also ends.
(3) The Director of the Center is responsible to the Rector for the activities of the Center.

Duties of the Director of the Center
ARTICLE 9 – (1) The Director of the Center is the chief officer responsible for the administration of the Center, and their duties are as follows:
a) To represent the Center and ensure that the Center's activities are carried out in a regular manner,
b) To implement the decisions taken by the Executive Board of the Center and to carry out activities related to the Center,
c) To prepare the annual activity report of the Center, to convene the Executive Board of the Center, to submit reports for approval, and to chair the meetings,
ç) To carry out the administrative affairs of the Center and to ensure coordination within the University on these matters,
d) To take other decisions related to the Center's activities and submit them for the approval of the Executive Board of the Center, and to chair the meetings.

Executive Board of the Center
ARTICLE 10 – (1) The Executive Board of the Center consists of a minimum of five and a maximum of nine members, appointed for a three-year term by the Chair, upon the recommendation of the Rector, from among the University's faculty members who have conducted studies related to the Center's fields of activity, under the chairmanship of the Director of the Center. A member whose term of office has expired may be reappointed.

Duties of the Executive Board
ARTICLE 11 – (1) The duties of the Executive Board are as follows:
a) To decide on the Center's annual activity plan and program, as well as its estimated budget for the relevant special budget period, as prepared by the Director.
b) To decide on proposals made by the Director when significant changes are required to the activities, plan, program, or budget during the year.
c) To evaluate developments related to the Center's activities during the year and make recommendations to increase the level of efficiency.
ç) To establish scientific boards, working groups and units within the Center, to determine their working procedures, and to make decisions ensuring the necessary coordination among them.
d) To decide on the Center's year-end activity report for the relevant special budget period, as prepared by the Director.

Advisory Board
ARTICLE 12 – (1) The Advisory Board consists of a minimum of five and a maximum of nine members, appointed for a three-year term by the Chair, upon the recommendation of the Rector, from among the University's faculty members and/or staff, and individuals from public institutions and private sector organizations who have conducted studies related to the Center's fields of activity, under the chairmanship of the Director of the Center. A member whose term of office has expired may be reappointed.
(2) The Advisory Board convenes ordinarily once a year, and extraordinarily when necessary, upon the call of the Director.

Duties of the Advisory Board
ARTICLE 13 – (1) The duties of the Advisory Board are as follows:
a) To convey to the Director its evaluations regarding increasing the effectiveness and efficiency of the activities carried out by the Center.
b) To submit its views and recommendations to the Director within the framework of the Center's purposes.

PART FOUR

Final Provisions

Entry into force
ARTICLE 14 – (1) This Regulation enters into force on the date of its publication.

Execution
ARTICLE 15 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Aydın University.
