Purpose, Scope, Basis, and Definitions

Aim

ARTICLE 1 – (1) The purpose of this regulation is to regulate the procedures and principles regarding the purpose, fields of activity, administrative bodies, duties of these bodies, and the way of working of the Istanbul Aydın University (Center for EAEAR)  which was established under Istanbul Aydın University.

ARTICLE 1 – (1) The purpose of this regulation is to regulate the procedures and principles regarding the purpose, fields of activity, administrative bodies, duties of these bodies, and the way of working of the Istanbul Aydın University (Center for EAEAR)  which was established under Istanbul Aydın University.

The Center's Purpose and Fields of Activity

The purpose of the Center

ARTICLE 5 – (1) The aim of the (Center for EAEAR); To increase the quality of measurement and evaluation studies carried out in the units affiliated with Istanbul Aydın University, to provide consultancy services to various public institutions and organizations on measurement and evaluation issues, to organize certification-based measurement and evaluation seminars and certificate programs for the employees of public institutions and organizations and private sector organizations, to carry out relevant research, to organize national and international congresses, symposiums, panels and similar scientific meetings with the affiliated units of the university.

Areas of activity of the Center for EAEAR

ARTICLE 6 – (1) The Center carries out the following activities in line with its purpose:

1) To carry out measurement and evaluation studies in the units affiliated with the university, to increase the quality of the studies in progress, and to provide examination services when requested,

2) To provide consultancy, training, and examination services on measurement and evaluation to various public institutions and organizations and private sector organizations,

3) To conduct research and studies on educational problems, to participate in and support such studies,

4) To plan, carry out and support the studies on the development and adaptation of measurement tools used in studies such as selection, classification, placement, guidance, teaching improvement, research for various purposes,

5) To organize national-level exams to determine student success, to contribute to the formation of education policies in this way,

6) National and international congresses, symposiums, panels, etc., organizing scientific meetings,

7) To publish reports, bulletins, projects, books, journals, and similar publications related to measurement and evaluation by cooperating with national and international organizations,

8) To undertake the coordination and control of the exam activities to be organized on behalf of the university,

9) To control and coordinate the data collection tools (survey, scale, test, inventory, etc.) to be applied throughout the university,

10) There will be e-survey applications and evaluations for students and parents, as well as organizing information meetings and bulletins for parents and students.

THIRD PART

Governing Bodies and Duties of the Center

The governing bodies of the Center

ARTICLE 7 – (1) The governing bodies of the Center are as follows:

a) director of Center,

b) Central Executive Board,

c) Central Advisory Board.

Center Director

ARTICLE 8 – (1) Director of the Center; The Rector appoints him for three years from among the faculty members of the University recommended by the University Administrative Board. The Board approves the appointment of the Center Manager of Trustees. The Director of the Center whose term has expired may be reassigned or dismissed before the expiry of his term.

(2) The Director of the Center appoints one of the Central Executive Board members as the Center's Deputy Director to assist him. When the Director of the Center is not on duty or leaves due to another duty, discomfort, resignation, or similar reasons, his assistant carries out this duty by proxy. If the mandate lasts for more than six months, a new Center Manager is appointed. When the duty of the Director of the Center ends, the duty of his deputy also ends.

(3) The Director is responsible to the Rector for the standard and normal execution and development of the Center's work.

Responsibilities of the Director of Center

ARTICLE 9 – (1) The Director of the Center is the highest supervisor responsible for the management of the Center, and his duties are as follows:

a) Representing the Center and ensuring that the work of the Center is carried out regularly,

b) To implement the decisions taken by the Central Executive Board and to carry out activities related to the Center,

c) To prepare the annual work report of the Center, to invite the Central Executive Board to the meeting, to submit the reports for approval, and to preside over the meetings,

ç) To carry out the administrative affairs of the Center and to ensure coordination within the University in these matters,

d) To take other decisions regarding the operation of the Center and to submit them for the approval of the Central Executive Board, to preside over the meetings,

Board of Center

ARTICLE 10 – (1) Executive Board of Center; It consists of three lecturers recommended by the University Administrative Board from among the lecturers of the University and assigned by the Rector for three years. The Board approves the appointment of the Center Board of Directors of Trustees members. Expired members can be re-elected.

(2) The Board of Directories meets at least four times a year upon the invitation of the Manager and discusses and decides on the agenda items prepared by the Manager. The absolute majority takes the decisions of the Central Board of Directors. In the case of equality of votes, the majority of the votes of the Center Director is deemed to have been achieved.

Duties of the Board of Directoriess

ARTICLE 11 – (1) The duties of the Board of Directors are as follows:

a) To decide on the annual activity plan and program and the estimated budget of the Center for the particular budget period of each year, prepared by the Director.

b) To decide on the suggestions made by the Director when significant changes are required in the activity, plan, program, and budget during the year.

c) To evaluate the developments related to the activities of the Center during the year and to make suggestions to increase the efficiency level.

ç) To form scientific committees, working groups, and units within the body of the Center to determine their working methods and to make decisions on ensuring the necessary coordination between them.

d) To decide on the year-end activity report of the Center for the particular budget period of each year, prepared by the Director.

Advisory Board

ARTICLE 12 – (1) Members of the Advisory Board; It is selected and assigned for two years, upon the proposal of the Rector and the approval of the President, among the academic staff of the University or other universities, and, upon their request, among experts from the country and/or abroad working in public and private sector institutions and organizations operating in matters related to the purpose of the Center. The Advisory Board consists of a maximum of fifteen members. A member whose term has expired can be reassigned. The Director chairs the Advisory Board.

(2) Advisory Board; It usually convenes once a year and, when necessary, extraordinarily upon the call of the Director.

Duties of the Advisory Board

ARTICLE 13 – (1) The duties of the Advisory Board are as follows:

a) To convey to the Director the evaluations they have made to increase the effectiveness and efficiency of the works carried out by the Center.

b) To present their opinions and suggestions to the Director within the framework of the Center's objectives.
