Horizontal transfer, vertical transfer, and course adaptation  procedures for the Program of Public Administration at Istanbul Aydın University are carried out in accordance with Higher Education Law No. 2547, the relevant regulations issued by the Council of Higher Education (YÖK), and the principles and procedures determined by the resolutions of the Istanbul Aydın University Senate. These processes are planned and implemented in a transparent, objective, and auditable manner in order to protect students’ academic rights.
Horizontal transfer applications are evaluated in line with YÖK regulations through two methods: horizontal transfer based on central placement scores and horizontal transfer based on grade point average (GPA). In the evaluation process, candidates’ academic performance, the content and credit load of the courses taken in their previously enrolled programs, and departmental compatibility are taken into consideration. For students deemed eligible, course adaptation procedures are determined on the basis of course equivalencies, and students’ periods of study are arranged accordingly.
Within the scope of vertical transfer, graduates of associate degree programs determined by YÖK may be admitted to the Program of Public Administration based on their results in the Vertical Transfer Examination (DGS) administered by the Student Selection and Placement Center (ÖSYM). Courses completed in prior education by students admitted through vertical transfer are examined in detail by the Public Administration Program Adaptation Committee, and exemption and adaptation decisions are made by taking into account course content compatibility, credits, and learning outcomes.
Course adaptation  processes are conducted to ensure the academic integration of students admitted to the Program of Public Administration through horizontal and vertical transfer. In this process, the knowledge and competencies acquired in prior education are evaluated in relation to departmental qualifications and program learning outcomes. Where deemed necessary, students may be assigned additional course requirements to address missing competencies, thereby ensuring the full attainment of departmental learning outcomes.
The evaluation of applications is carried out meticulously by the Public Administration Program Adaptation Committee in accordance with the relevant legislation, taking into consideration candidates’ grade point averages, course content compatibility, and potential for successful graduation.
