REGULATION OF THE İSTANBUL AYDIN UNIVERSITY FOOD APPLICATION AND RESEARCH CENTER
FIRST SECTION Purpose, Scope, Legal Basis, and Definitions Purpose ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, fields of activity, management bodies, and duties of the İstanbul Aydın University Food Application and Research Center.
Scope ARTICLE 2 – (1) This Regulation covers the provisions related to the objectives, management bodies, duties of the management bodies, and working principles of the İstanbul Aydın University Food Application and Research Center.
Legal Basis ARTICLE 3 – (1) This Regulation is prepared based on Article 7, paragraph (d), subparagraph (2) and Article 14 of the Higher Education Law No. 2547, dated 4/11/1981.
Definitions ARTICLE 4 – (1) In this Regulation, the following terms are defined as: a) Center (IAÜGUAM): İstanbul Aydın University Food Application and Research Center, b) Director: The Director of the Center, c) Rector: The Rector of İstanbul Aydın University, ç) University: İstanbul Aydın University, d) Board of Directors: The Board of Directors of the Center.
SECOND SECTION Purpose and Fields of Activity of the Center Purpose of the Center ARTICLE 5 – (1) The purpose of the Center is to provide scientific research opportunities on food-related topics to the academic staff and students of faculties, vocational schools, and colleges at the University, collaborate with the industry on working subjects, conduct scientific and applied studies to solve problems in the food industry, and manage these activities. (2) In this context, the other purposes of the Center are: a) To conduct analysis of the foods produced and/or consumed by all institutions and organizations that wish to provide services and education to those working in the food industry, b) To apply new technologies in food research, provide production, planning, and consultancy services from laboratory scale to operational size, c) To collaborate with domestic and international individuals, institutions, and organizations and produce joint projects.
Fields of Activity ARTICLE 6 – (1) The fields of activity of the Center are as follows: a) Designing and producing high-value-added food products, conducting research and development projects in collaboration with sector representatives on food quality, food safety, and consumer topics, b) Closely following global trends in the food industry, conducting research in line with these trends, producing knowledge, and creating databases, c) Increasing collaboration between the food industry and the University, ç) Organizing national and international panels, conferences, symposia, and congresses to inform the public on food-related topics, d) Monitoring food-related developments in both domestic and international contexts, making accurate and reliable statements on these topics to the public, and publishing informative bulletins, e) Organizing certificate and training programs, seminars, conferences, and courses on food-related topics at national and international levels for technical staff, students, and producers, f) Providing space, materials, and services for vocational applications, practical work, internships, thesis projects, and research projects in related fields at the University's faculties, vocational schools, and colleges, g) Collaborating with universities and other organizations both in Turkey and abroad in line with the Center’s objectives, ğ) Ensuring national and international recognition of the laboratories under the Center, h) Providing consultancy services on food design, food quality, hygiene, and safety, ı) Engaging in other activities as decided by the Board of Directors.
THIRD SECTION Management Bodies and Duties of the Center Management Bodies ARTICLE 7 – (1) The management bodies of the Center are as follows: a) Director, b) Board of Directors, c) Advisory Board.
Director ARTICLE 8 – (1) The Director is appointed for a two-year term by the Rector from among the academic staff of the University or from experts outside the University, with the approval of the President of the Board of Directors. Additionally, one or two individuals with the same qualifications can be appointed as assistant directors with the recommendation of the Director and approval of the Rector. (2) When the Director’s term ends, the term of the assistants also ends. The Director may be removed from office by the procedure in which they were appointed. (3) In the absence of the Director, one of the assistants is designated as a substitute and this is reported to the Rector in writing. If the substitute duty exceeds six months, a new Director is appointed. (4) The Director is responsible to the Rector for ensuring the regular and compliant execution of the Center’s activities.
Duties of the Director ARTICLE 9 – (1) The duties of the Director are as follows: a) To represent the Center, b) To chair the Board of Directors, c) To organize research projects and submit them for the Rector’s approval, ç) To examine external requests for any project or consultancy services within the Center, present them for the Rector’s and Board of Trustees’ approval, and implement them after approval, d) To apply the rules determined by the Senate regarding how full-time University staff will benefit from the income obtained from the projects or consultancy services, and to prepare and submit the annual activity plan and program of the Center to the Rector for approval after obtaining the opinion of the Board of Directors.
Board of Directors ARTICLE 10 – (1) The Board of Directors consists of the Director, assistant directors, and at least five and no more than seven members appointed by the Rector, who may be from the University’s academic staff or from outside the University. (2) The Director presides over the meetings of the Board of Directors. The term of office for the members of the Board of Directors is two years, and they may be reappointed after their term ends. (3) The Board of Directors meets at least four times a year upon the invitation of the Director, reviews and makes decisions on the agenda prepared by the Director.
Duties of the Board of Directors ARTICLE 11 – (1) The duties of the Board of Directors are as follows: a) To ensure the implementation and supervision of the annual activity plan and programs related to the Center’s operations prepared by the Director, b) To make decisions on any significant changes in the activity, plan, or program during the year as proposed by the Director, c) To assess developments related to the Center’s activities and make suggestions to increase efficiency, ç) To determine the working procedures of the scientific committees within the Center and ensure necessary coordination, d) To approve the year-end activity report of the Center prepared by the Director.
Advisory Board ARTICLE 12 – (1) The members of the Advisory Board are selected and appointed for a two-year term by the Rector’s recommendation and the approval of the President of the Board of Directors from among the academic staff of the University or from experts in public and private sector institutions and organizations related to the Center’s activities, both domestically and internationally. (2) The Advisory Board consists of a maximum of 15 members. The term of office of members may be renewed. The Director presides over the Advisory Board. (3) The Advisory Board meets at least once a year and, if necessary, holds extraordinary meetings upon the Director’s invitation.
Duties of the Advisory Board ARTICLE 13 – (1) The duties of the Advisory Board are as follows: a) To provide feedback to the Director on improving the efficiency and productivity of the Center’s operations, b) To provide opinions and suggestions to the Director in line with the objectives of the Center.
FOURTH SECTION Final Provisions Enforcement ARTICLE 14 – (1) This Regulation comes into effect on the date of publication. Enforcement ARTICLE 15 – (1) The provisions of this Regulation are executed by the Rector of İstanbul Aydın University.
