PART ONE

Purpose, Scope, Basis and Definitions

Purpose

ARTICLE 1 - (1) The purpose of this Regulation is; to regulate the principles and procedures related to the objectives, activities, management organs, duties and functions of the governing bodies of the Istanbul Aydın University Research and Applications Center of China

Scope


ARTICLE 2 - (1) This Regulation; covers the objectives of the Istanbul Aydın University Research and Applications Center of China as well as the governing bodies, the functions of the governing bodies and the way they work.


Basis


ARTICLE 3 - (1) This Regulation; has been prepared based on the sub-clause (2) and the Article 14 of the first paragraph of Article 7 of the Higher Education Law dated 25/11/1981 and numbered 2547.


Definitions


ARTICLE 4 – (1) Definitions;

a) President: President of the Board of Trustees of Istanbul Aydın University,
b) Advisory Board: The Advisory Board of the Center,
c) Headquarters: Istanbul Aydın University China Research Center,
ç) Manager: Director of the Center,
d) Board of Trustees: The Board of Trustees of Istanbul Aydın University,
e) Rector: Rector of Istanbul Aydın University,
f) Senate: Istanbul Aydın University Senate,
g) University: Istanbul Aydın University,
ğ) University Administrative Board: Istanbul Aydın University Administrative Board,
h) Board of Directors: refers to the Board of Directors of the Center.


PART TWO

Objectives and Activities of the Center

Objectives of the Center

ARTICLE 5 - (1)


Objectives of the Center; Making studies about China's political, economic and social structure, its place in the world economy and politics, and Turkey-China relations to contribute to national and international knowledge about China and to follow other works and studies closely, to contribute to the strengthening of relations with China through cooperation and joint work with relevant institutions and persons, to contribute to the enhancement of Turkey's future cooperation with China by Turkey-China relations in political, economic, historical and cultural studies, to train experts in these areas and to provide consultancy services. 

Fields of activity;


ARTICLE 6 - (1) The Center carries out the following activities to achieve the objectives set out in Article 5:


a) To make researches about the study subjects, to publish them in Turkish and foreign languages and to present them to the national and international public opinion.

b) To conduct national and international conferences, congresses, symposiums, colloquia, seminars, panels and similar activities.

c) To organize certificates, courses and similar programs in line with the purposes of the Center.

ç) To make projects through the units to be formed within the center.

d) To prepare periodicals belonging to the center.

e) Conducting joint studies on the subjects mentioned in Article 5 with the contribution of the academic units of the University.
f) To provide consultancy services to public and private sector institutions in accordance with their needs.
g) To cooperate with other universities and public and private sector institutions at national and international level.
i) To perform other activities related to the purposes of the Center.

PART THREE


Governing Bodies and Duties of the Center

Governing bodies of the Center

ARTICLE 7 - (1) The governing bodies of the Center are:


a) Director

b) Board of Directors

c) Advisory Board


Director

ARTICLE 8 - (1) The Director; With the proposal of the Rector and the approval of the President, is appointed for three years from the full-time faculty members of the University. The Director whose term has expired may be reinstated by the same procedure. One of the members of the Board of Directors is appointed as the Deputy Director with the approval of the President and the President's proposal. The deputy director's duty term is three years. The deputy director's duty ends automatically when the director's mandate is over. When the director is not in office, his / her deputy shall act as in his/her place. In the event that the Director is not available for more than six months, a new Director is appointed. 

ARTICLE 9 - (1) The duties of the Director are:

a) To prepare and carry out the annual action plan to realize the objectives of the Center.

b) to represent the Center, to chair the Board of Directors and the Advisory Board.

c) To determine the agenda of the Board of Directors and to implement the decisions taken.

ç) To provide coordination and supervision among the units within the Center.

d) To communicate and work with national and international organizations.

e) Preparing the annual activity report of the units connected to the Central and Central units and submitting them to the Rectorate.


Board of Directors

ARTICLE 10 - (1) The Board of Directors consists of a total of five members, four of whom are appointed among full-time faculty members, with the proposal of the Director and the Director, with the proposal of the Rector and the approval of the President. The duty term of the members of the Board of Directors is three years. The expired member can be reinstated. A new member will be appointed to complete the remaining term for a member which has been allocated before the end of his / her term or who has been assigned outside the University for more than six months.

(2) The Board of Directors convenes at least once a month upon the call of the Director. The Director may call the Board of Directors for a meeting if necessary.

ARTICLE 11 - (1) The duties of the Board of Directors are:

a) To prepare the work program of the center, to develop according to the needs and present to the Principal.

b) To establish projects and research groups within the center and to evaluate the studies.

c) Identify the principles for cooperation with the University units, national and international individuals, institutions and organizations to be assigned in courses, internships, certificates and similar programs and to cooperate on the fields of activity of the Center.

ç) To prepare the annual activity report of the Center and submit it to the Director. advisory Board


ARTICLE 12 - (1) Members of the Advisory Board; In case of the University or its requests, the staff of the other universities and the domestic / foreign experts working in the public and private sector institutions and organizations operating in the Center are assigned for three years with the proposal of the Rector and with the approval of the President.


The Advisory Board consists of a maximum of fifteen members. The expired member may be reinstated. The Director chairs the Advisory Board.


(2) Advisory Board; Summoned once a year ordinarily and also when required upon a call from the Director

ARTICLE 13 - (1) The duties of the Advisory Board are:

a) To transfer the assessments made by the Center to increase the efficiency and efficiency of the works carried out by the Center.

b) To submit the opinions and suggestions to the Director within the framework of the objectives of the Center.

CHAPTER FOUR 
Various and Final Provisions and Legal clauses
ARTICLE 14 - (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the resolutions of the Senate and the Board of Directors are applied.


Validness

ARTICLE 15 - (1) This Regulation shall enter into force on the date of its publication.

Executive

ARTICLE 16 - (1) The provisions of this Regulation are executed by the Rector of İstanbul Aydın University.
