THE REGULATION OF ISTANBUL AYDIN UNIVERSITY DISASTER TARINING APPLICATION AND RESEACRH CENTER


FIRST SECTION

Objective, Content, Grounds and Descriptions

Objective

ARTICLE 1 – (1) The objective of this Regulation is determining the principles and procedures regarding the purposes, fields of activity, managing bodies, duties and way of work of the managing bodies of Istanbul Aydın University Disaster Training Application and Research Center.

Content

ARTICLE 2 – (1) This Regulation shall contain the provisions relating to the purposes, fields of activities, managing bodies, duties and way of work of the managing bodies.

Grounds

ARTICLE 3 – (1) This Regulation is prepared based on the sub clause numbered (2) of the clause (d) of the first paragraph of the 7th article of Higher Education Law numbered 2547 and dated 4/11/1981.

Description

ARTICLE 4 – (1) The meanings of the terms used in this Regulation are as follows:

a) President: Istanbul Aydın University President of the Board of Trustees,

b) Advisory Committee: The Advisory Committee of the Center,

c) Center: Istanbul Aydın University Disaster Training Application and Research Center,

d) Directive: The Directive of the Center,

e) Directorate: The Directorate of the Center,

f) Board of the Trustees: The Board of the Trustees of the University,

g) Rector: The Rector of Istanbul Aydın University,

h) Senate: The Senate of the University,

İ) University: Istanbul Aydin University,

j) Board of Directors: The Board of Directors of the Center.


SECOND SECTION

The Objective and Fields of Activity of the Center

Objective

ARTICLE 5 – (1) The Objectives of the Center are as follows:

a) To develop accumulation of knowledge by encouraging and coordinating interdisciplinary research activities in the field of domestic and international disaster management with the collaboration of relevant academic units of the university, and to disseminate this accumulation of knowledge through various sources of communication,

b) To prepare strategies and targets in regard to minimize the risk of natural and technological disasters, disaster preparedness, emergency action, rehabilitation and improvement in the aftermath of a disaster,

c) To identify the precautions and solutions for mental health, to improve institutional and social learning and to raise awareness,

d) To provide educational services in the form of seminars, training courses, vocational development courses for public or private sector organizations,

The Fields of Activity

ARTICLE 6 - (1) The fields of activity are as follows:

a) To do researches, make reviews, improvements, implementations and provide education by collaborating with domestic and international research and educational institutions to be able to accomplish its goals and tasks; to establish data bank and communication infrastructure on the fields it is working on,

b) To provide lectures and seminars on the subject of disasters at undergraduate, graduate and doctoral levels in universities and to engage in educational activities that encourage students to lean to these issues,

c) To organize courses, seminars, conferences, congresses and similar meetings to crank the works up a notch,

d) To be involved in reports, bulletins, projects, books, articles, journals and the other similar publications that explain the scientific and technical findings and data obtained at the end of the researches and application studies made in line with their aims, and that offer a solution to the problems,

e) To contribute to the works of all institutions and organizations related to disasters, to conduct researches and investigations in the line direction of needs and demands, preparing projects, providing consultancy service and data,

f) To mold public opinion on disasters and raising the public awareness,

g) To carry out the other activities to be determined by the Board of Directors.

 

THIRD SECTION

The Managing Bodies of the Center and Its Duties

The Managing Bodies of the Center

ATRICLE 7 – (1) The managing bodies of the Center are as follows:

a) The Director,

B) The Board of Directors,

c) The Advisory Committee.

The Director

ARTICLE (8) – (1) A director is appointed for three years among the full-time faculty members of the University with the proposal of the Rector and the approval of the President. When a Director's period of office ends, he/she may be reappointed with the approval of the President.  One of the members of the Board of Directors shall be appointed as an assistant manager to help the Director with the proposal of the Rector and the approval of the President. The assistant manager's period of office is also three years. When the Director is absent, the assistant manager shall deputize. If the Director is absent more than six consecutive months, a new Director shall be appointed.

The Tasks of the Director

ARTICLE 9 – (1) The tasks of a Director are as follows;

a) To plan and carry out activities aimed at realizing the objective of the Center,

b) To represent the Center, to preside the Board of Directors and Advisory Board,

c) To determine the agenda of the Board of Directors and implement the decisions taken,

d) To ensure coordination and control among the units within the scope of the Center,

e) To communicate and perform works with national and international organizations,

f) To prepare the annual activity report of the Center and the units affiliated to the Center and submit this report to the Rectorate.

g) To prepare the annual budget of the Center and submit it to the approval of the Board of Directors.

The Board of Directors

ARTICLE 10 – (1) The members of the Board of Directors are selected among the full-time faculty members of the University with the suggestion of the Director, the proposal of the Rector and the approval of the President; it consists of at least five appointed people including the Director. The period of office of the Board of Directors' members is three years. When a member's period of office ends, the member can be reappointed. If a member is absent more than 6 months or he/she leaves the job before the end of his/her period of office, a new member shall be elected instead of the old member to complete the remaining period.

(2) The Board of Directors shall convene at least once a month on the invitation of the Director under normal conditions. The Director shall convene the Board of Directors under extraordinary conditions if it is necessary.

The Tasks of the Board of Directors

ARTICLE 11 – (1) The tasks of the Board of the Directors are as follows:

a) To prepare and carry out the work program of the Center, develop the program in line with the needs and present it to the Board of Trustees by the Rectorate and carry out the approved ones,

b) To form project and research groups within the scope of the Center and evaluate the works,

c) To determine the principles for cooperation with units of universities, national and international individuals, institutions and organizations that will be assigned to courses, internships, certificates and similar programs and will collaborate on the subjects related to the Center's activities, and to present this information to the Directorate,

d) To prepare the annual activity report of the Center and to submit it to the Directorate.

The Advisory Board

ARTICLE 12 – (1) The Advisory Board shall be elected for three years from among the lecturers of the University or other universities and the experts engaged in private or public organizations operating on the subjects regarding the Center with the suggestion of the Director, the proposal of the Rector and the approval of the President.  

(2) The Advisory Board shall convene at least once a month on the invitation of the Director under normal conditions. The Director shall convene the Board of Directors under extraordinary conditions if it is necessary.

The Tasks of the Advisory Board

ARTICLE 13 – (1) The tasks of the Advisory Board are as follows:

a) To convey its evaluations to the Directorate in order to increase the efficiency and effectiveness of the activities carried out by the Center,

b) To present its view and suggestions within the framework of the objectives stated in the Article 5 of this Regulation.


FOURTH SECTION

Miscellaneous and Final Provisions

Situations for which there are no provisions

ARTICLE 14 – (1) In cases which there is not provisions in this regulation; the other relevant legislative provisions and decisions of the Senate and the Board of Directors shall be applied.

Validity

ARTICLE 15 – (1) This Regulation shall enter into force on the date of its publication.

Enforcement

ARTICLE 16 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Aydın University.
